Art. 77. Os titulares dos Consulados-Gerais, dos Consulados, dos Vice-Consulados e das Agências Consulares serão nomeados pelo Presidente da República, entre os ocupantes de cargo da Carreira de Diplomata.
Parágrafo único. Os titulares de Vice-Consulados e de Agências Consulares poderão ser escolhidos, excepcionalmente, entre os ocupantes da Classe Especial da Carreira de Oficial de Chancelaria do Serviço Exterior.
